The legislative act supplements article 46 of the Law of Ukraine "On the Prosecutor's Office" with a new chapter, according to which "In exceptional cases, in the interests of ensuring proper execution of prosecutor's office functions, the Prosecutor General of Ukraine can adopt decisions on appointing for the posts of First Deputy and Deputy Prosecutor General of Ukraine, their senior assistants and assistants, prosecutors of the Autonomous Republic of Crimea, Kyiv and Sevastopol cities, specialized prosecutor offices, their first deputies and deputies, interregional prosecutors, prosecutors of cities, regions, town districts, their first deputies and deputies, chairpersons of main departments, departments, divisions of prosecutor offices, their first deputies and deputies, senior prosecutors and prosecutors of prosecutor offices of all levels younger persons than stipulated by this article and without work experience in the prosecution authorities or in judicial office but with work experience in the legal field".
